Project Overview

With a rich history as a safety net hospital and one of the very few acute care pediatric hospitals with the distinction as a Level 1 trauma center, care delivered at UCSF Benioff Oakland consistently ranks among the top children’s hospitals in the nation. However, aged and undersized facilities with inefficient layouts constrain patient care. 

The New Hospital Building project will enable the hospital to serve more patients, accommodate state-of-the-art technology, and transform care services to meet the pediatric needs of our local community and the entire region. Elements of the New Hospital Building include: 

  • Expanded and modernized emergency department with integrated resources for trauma 
  • Newly created in-patient bed capacity and services to address the behavioral health needs of children 
  • Expanded and modernized operating rooms supporting the latest technology and care for cardiovascular services, neurosurgery, cancer and orthopedic services 
  • A new Neonatal Intensive Care Unit with private rooms and rooms to care for multiples 
  • Private patient rooms and improved, dedicated space for patient and family support  

 This project is a central part of UCSF Health’s strategy to become the leading provider of excellent pediatric care for all Bay Area children, regardless of the ability to pay, in spaces that will support leading-edge care. The project will also provide economic stimulus through a commitment to creating well-paid, union jobs and supporting small, disadvantaged, and local businesses.

Addendum to the New Hospital Building Final Environmental Impact Report

The Addendum to the Final Environment Impact Report (Final EIR) on the UCSF Benioff Children's Hospital New Hospital Building project discusses and analyzes the potential environmental impacts of the proposed interim helistop at 101 Admiral Toney Way in Oakland. This addendum, along with the Final EIR, will be considered by decision-makers including the City of Oakland as a responsible agency, when approving aspects of the project within their jurisdictions.

New Hospital Building Final Environmental Impact Report

Final EIR

The Final Environmental Impact Report (Final EIR) on the UCSF Benioff Children’s Hospital New Hospital Building (NHB) Project consists of two documents:

  • The previously published Draft EIR and associated appendices
  • The Final EIR document, which contains:
    • a list of agencies, organizations and persons that commented on the Draft EIR,
    • copies of comments received on the Draft EIR; and written responses to those comments,
    • a description of refinements made to the design of the NHB Project,
    • revisions to the Draft EIR to clarify or correct information in the Draft EIR,
    • the mitigation monitoring and reporting program, and
    • associated appendices. 

The Regents of the University of California certified the Final EIR and approved the NHB Project, as well as an amendment to the UCSF 2014 Long Range Development Plan to include the UCSF BCH Oakland campus site, at their meeting on July 16-18, 2024.
